Visual Studio Error: Not part of the Windows Platform FIPS validated cryptographic algorithms

When I "Start Without Debugging" my Unity Hololens app I am trying to deploy through Visual Studio, I receive this error: _**Framework resource extraction failed. This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms. MixedRealityIntroduction

Does anyone have an easy fix on this? I've done a little research but I can't find anyone that came across this problem when building for the Hololens. Is this cause by some setting I need to change before I build my app from Unity?
