How can I access to the emulator Device portal from another PC?

I have a Desktop PC (PC A ) with the Hololens SDK and the emulator installed and running, but I need to access to the Emulator Device Portal from another PC (PC B ) connected to the same network that PC A, How can I achieve this?

I tried putting the Device Portal IP in the address bar of a web browser (Firefox) from PC B but it only shows this error message:

The connection has timed out

The server at 172.23.18.4 is taking too long to respond.
