Call of system executables with admin rights

Does anybody know a way to call a system executable with admin rights (and arguments) on the HoloLens?

Specifically, it’s about enabling communication between an UWP app on the HoloLens and an app on a PC directly via the Micro-USB port using

C:\Windows\System32\CheckNetIsolation.exe LoopbackExempt -is -n=

The "CheckNetIsolation.exe" is indeed present at the location above on the HoloLens, but I see no obvious way to call it.
