Windows Mixed Reality on Surface Tablets

Hi everyone,
I am quite confused with the situation of Windows Mixed Reality or more specific the windows.perception.spatial (API) on Microsoft Tablets.
Since Paint 3D features mixed reality I thought I would be able to write code against the API but as far as my tests go I was not able to initialize the Spatial locator.

Now I am confused: Am I doing something wrong, or is this just not possible to use the Spatial mapping features on Microsoft Surfaces?
