Are we allowed to sell the Hololens1 Development Edition?

The organization I work for is a Non-Profit that has an Emerging Media Lab.
The lab has two Hololens1 Development Edition headsets.
We would like to either sell them or trade them in for a discounted Hololens2.
I'm aware that when the headsets came out in 2016 Microsoft stated the systems were not allowed to be resold due to resellers price gouging.
But I'm curious if now they are allowed to be sold, and if so, is there anything we need to do to prepare them for resale (like remove/errase our license, etc.)....
Or I'm also curious if Microsoft has a trade in/buyback program to trade them in for a discount on the new systems.
We are trying to avoid creating ewaste and also upgrade our equipment.
