Controllers Paired but not connected - Cannot Remove

My controllers showed paired but won't connect. I cannot remove them to repair them because it keeps failing. I have uninstalled and reinstalled windows mixed reality three times already with no luck. These are new batteries as well. I have tried doing the controller reset where you hold the pairing button and the windows button to get it to reset in hopes I could then remove the controllers under the Devices but it still won't let me. I have no other ideas of what to do. They used to work fine.
