Visualizing weather with Virtual Reality timelapses

Hi. I have a vision for Virtual Reality which would allow us to experience weather from absolutely new perspective.

Lots of cities have some tall towers. For example Munich has Olympiaturm. These towers offer 360° views of sky if you visit them. I believe with modern technology a new function should be introduced - visiting towers in Virtual Reality with help of timelapse.

I find dynamics of weather very interesting. Say, views of many hours at once. But it makes extermely bored/tired and takes lots of time. It also excludes ill people who can't leave home or hospital.

Now imagine you would be able to review 4 minutes long timelapse from tower every 24 hours - a timelapse which shows 24 hours at once. Then you would get superpower - experiencing weather up to 24/7/365! Without any time lost to sleep or job. This has never existed before in any city worldwide - and any city where this appears would be the first. I personally live in Munich and I hope very much that it will be available in Munich anytime soon.

Too bad I don't have lots of money to pay people to implement it. I don't also have lots of budget for marketing. I don't have friends who would help me for idea without payment. All that I have is description of concept, Internet connection and a hope that other people would help me.

The concept is compressing 1440 minutes to 4 minutes (360 times). To explain the efficiency of such compression - it's the same as you suddenly became able to walk with 1800 km/h instead of just 5 km/h.

For now my only way to experience, say. 6 hours at once is actually spending 6 hours. If such timelapses ever came true, I would be able to spend just 1 minutes for it.

To clarify it further - I'm autistic. Autistic people have special interests. And such long-term views of weather happen to be my special interest. For now it's too vulnerable since I need too much time and I get tired from it. In the future it could become (hopefully) very much easier.

Of course, I would also say such service needs archive. I don't know how much storage would it exactly need. It would need below 25 hours of video per year and the video would have to be high-resolution Virtual Reality.
