Should "show name" work for tiles

We noticed recently that when pinning an app to the shell, it shows the short name specified for the app. It only does this with the pinned apps on the front page, not the all apps menu. Our icon doesn't really work with that (overlapping text) so we went to see how to turn this behavior off, but it appears that the show name options are already turned off. Should the shell be respecting these settings?

I know you can set the short name to nothing (but not just empty whitespace) but in unity it won't allow you to set the tile short name to nothing (but will allow empty whitespace). So it's going to require an inelegant solution I believe. Before we go down a path of trying to write something to run scripts to tweak the app manifest I figured I'd ask if this is just a shell bug.
