In HoloToolkit>Input>Tests there is a test called GazeEvents.
This test has two spheres, and when you gaze at the right sphere, it sets the sphere inactive, based on a GazeEvent. Look away, and it goes active.
The reverse of this could be done to set a 3DText object active, when gazing at some other particular object. The 3DText object, in the Unity hierarchy, can be a child of the object you want a tooltip for, and thus will move around with whatever object you place it to be a child of.
Then when you gaze at the object, the 3DText will go active and be visible. Gaze away and it goes inactive.
Maybe not the final solution, but enough to get started.
Instructions for running the GazeEvents test can be found in this post http://forums.hololens.com/discussion/2364/getting-started-with-holotoolkit#latest

Instantiate a prefab of type Text (found in the HoloToolkit) and place that near the object. You get the position information in the HitInfo you get back from the raycast.
