Multi-Scene environment

I am working on a project in which several 3D models need to be initiated across a room. Each model will have it's own set of controls (Different states, menus etc).
Each model will also be controlled by different kinds of GestureManagers. For instance:
The active GestureManager on model A will be Manipulation, while the active GestureManager on model B will be Navigation.
Even though this could be achieved by instantiating Prefabs and handling mutual resources manually, I think there could be a much elegant approach.
Would it be possible to link each model to it's own scene, with it's own set of managers?
A master scene would be responsible of switching controls between scenes, by using GazeManager and understanding which scene the user is looking at in each moment.
Please let me know if this is a reasonable approach.
