Visual studio looking for Nuget in wrong directory

Hello guys,
I copied a unity project for hololens from another laptop and built the the solution , but when I try to debug it ,I get this error :

The package Microsoft.CSharp with version 4.0.0 could not be found in C:\Users\Me.nuget\packages. Run a NuGet package restore to download the package. Assembly-CSharp-firstpass

The directory given in the error belongs to the laptop I copied the project from , it looks like the reference in Assembly-CSharp-firstpass is wrong . How do I go about fixing this ?

    I'd check what paths are setup for nuget in visual studio. Goto Tools>Options>Nuget Package Manager>Package Sources and uncheck that path if checked, or within the project turn off nuget restore during build if all packages are already downloaded.

    I am almost two year late here to reply :)
    I had the same Issue, and solved by removing read-only flag from project.json, and project.lock.json file.
