Why does the HoloLens need dependencies?

Why does the HoloLens need dependencies when side-loading app using Device portal?
1) I can not understand why the HoloLens does not already have these two dependencies:
*Microsoft.NET.CoreRuntime.1.0
*Microsoft.VCLibs.x86.14.00
I noticed the HoloLens doesn't always need dependencies to be uploaded with next versions.
2) The second question is about platforms. If I use only one platform "x86" specifically for the HoloLens, how can I disable creating unnecessary sub-folders like x64 and ARM in Dependencies folder?
Also I would be hapy not to export Add-AppDevPackage.resources folder with lot of languages.
