Hololens will not connect to the Device Portal via tether

I can connect over wifi fine, but not using the tether. I get the 127.0.0.1 refused to connect. I've tried everything I can think of. I went to install the emulator but now microsoft developer tools site is redirecting.... Any suggestions?

    that is what I used. the connection failure reads 127.0.0.1. any suggestions?

    Try rebooting both the HoloLens and the Computer and trying again

    I've tried that. I can't tell if this is a firewall issue or something else altogether. Geting ahold of Microsoft for product support has been a nightmare.

    @spinerd,

    Do you have the Windows 10 SDK installed? It includes a component that provides IP over USB. If so, please verify that the service is running:

    • Right click on the Start menu
    • Select Computer Management
    • Select Services and Applications > Services
    • Sort the name column descending
    • Right click Windows Phone IP over USB Transport (IpOverUsbSvc) and select Start
