Special version of Windows?

Not sure how to ask this question... I wanted to start asking detail questions, but in the end my entire problem boils down to one very central problem:
Why the hell does HoloLens need a special version of Windows? Why isn't there a way to install a standard Windows 10 Pro (or Enterprise) on that device?
I need Domain Join, I need Group Policies, I need to be able to run Non-Store-Apps, etc. etc. etc. ALL of that would be solved with running a "full" Windows on that device.
I am really getting disappointed with MS in this area... First Windows Phone and now HoloLens... Is it really so hard to have ONE Windows?
