Unable to deploy to Hololens after updating to 14393.1198

Hi, I've updated both of my Hololenses to the latest insider build, and now I can't seem to deploy any apps to them.
The error in Visual Studio 2017 is DEP0100: Please ensure that target device has developer mode enabled. Could not obtain a developer license on 127.0.0.1 due to error 80004005.

Both the dev machine and Hololenses have developer mode enabled. I've switched the developer mode off and on, restarted a few times, done a Visual Studio repair, and tried deploying different apps.

I'm out of ideas aside from doing a full reset on both the dev machine and the hololenses, which I would greatly prefer not to do.

"DEP0100 : Please ensure that target device has developer mode enabled. Could not obtain a developer license on XXX.XXX.XXX.XXX due to error 80004005."

I can definitely confirm the above mentioned issue with:
    Microsoft® Windows® 10 Professional 14393.1198
    HoloLens® Emulator 14393.0
    Developer Mode is enabled.

Neither uninstalling & re-installing the HoloLens® Emulator did help nor resetting the emulator (incl. restart).

    Help is urgently needed.
    Thanks.

This issue remained even after upgrading to Microsoft® Windows® 10 Professional 15063.413.

I've had the same issue. Tried to run from two different setups: MacBook Pro 2016 with touch bar (windows 10 Pro in Bootcamp) and Surface Pro 4. Same error on two different machines. So I've though that it might be a problem with the HoloLens itself. After Resetting the HoloLens from Settings> Update and Security> Reset everything started to work just fine. This is the only solution that've worked for me.
