How to add new libraries(or namespaces) in Unity?

So, I want to use, for example System.Runtime.Serialization.Json to parse a piece of JSON
But when I try to add it using using I cannot find it in Serialization(see image for reference). How can I add reference for that in Unity?

    Is that library compatible with the version of .NET in Unity/UWP? I'm guessing its in a newer or unsupported version.

    I will look that up, meanwhile, here's the funny thing.

    When I export the unity project into VS solution, and when I open the script there, I can add aforementioned namespace,

    but when I open the script in from Unity(in VS but not as a solution) it gives error. lol!
