Anchor Persistence and Tap to Place

I am having an issue with anchor persistence and Tap to Place. I have an object the starts in placing mode but on the first place instead of being placed where tapped, it returns to it's previous location. I've tried removing all anchors in Start() but that hasn't helped. What else can I try?
