Hand Draggable by Gaze not hands issue

Have an issue that I can't figure out where when using hand draggable on a parent gameObject of a canvas the dragging behavior is controlled by gaze movement, not hand movement. Seems to happen only if the canvas is (re)positioned at runtime OnEnable. Canvas is set to world view and being (re)positioned and (re)scaled OnEnable based upon spatial mapping results of finding the floor then placing canvas half-way between camera and floor at about 2.13 forward position.
