I was wondering if it is possible to run hololens apps and programs in a different language (other than english)? does anyone know if this is possible and if yes how much approximately it will cost?

Until now it's not possible. Only English...

Although it is a forced method, I think that it can be changed on the application side. From the TimeZoneInfo class you can get the time zone set for the device, so you can select the text resource to use for each language from there.
TimeZoneInfo timezone = TimeZoneInfo.Local;
