Right thumb stick appears in wrong position

Just received a new set of motion controllers.

After pairing them and watching the pc update their firmware the first thing I encounter is that the Right motion controller isn't responding correctly.

Upon closer inspection when I look at the representation of the right controller through the headset I see the right thumb stick appears jammed backwards. However the actual physical thumb stick is centered as you would expect when at rest. The thumbstick when I move it feels fine and resists and springs back as expected.

If I move the thumbstick left or right the vr representation does seem to move left and right but the forward and back movement does not change the vr position from its jammed to the back location.

When the right controller is turned on, I am unable to teleport or do much of anything else, turning off the right controller does empower the left controller to be used for teleportation and other functionality.

Is this a known software issue or did I receive some bad hardware?
