Right controller missing nearly every trigger press in Cliffhouse?

Title basically describes the issue. My right controller misses almost every trigger pull, and it rarely will do two consecutive pulls in a row, making it nearly useless as an interface device, especially since I'm right handed. I don't think it's hardware because in SteamVR, it shows the trigger animating and works well in games. It's just the Cliffhouse that has trouble.

I tried turning on and off, repairing, rebooting, and it doesn't fix it. I really don't want to RMA just the controllers, because it feel like it can be fixed in software.

I'm using a Gigabyte Internal Bluetooth/Wifi card for bluetooth only (internet is over Ethernet). Here are my specs, if that helps at all :
i7 6700k
GTX 1070
16GB DDR4
Asus Sabertooth z170 board
Gigabyte GC-WB867D-I (Wireless Card)
