Unfortunately, HoloLens only supports photo/video camera access by a single process at a time. I've submitted an update to the documentation, since this was missing, and it should be available soon.
Please use Windows Feedback to file a suggestion for us to look into making changes in this area. The team takes Windows Feedback suggestions very seriously.
As for how that video was made, I'm not sure. I've asked around on the team to see if there is a workaround that I'm unaware of. I'll update when I hear more.
