Can the HoloLens be used offline?

Due to security constraints at my workplace, I am wondering if the HoloLens can be used without an internet connection? I read that it can be connected to a PC via USB, but will I be able to install and run my applications?

Same. Note: Some apps are VERY insistent on having an Internet connection. Also, voice recognition is a prime interaction mechanism and my not work as well without Internet.

Yes - I had to demo to someone at work and set holograms and pictures (ones I had previously downloaded) all over a room with no wifi. I took the hololens to another floor and then back to the room the next day. It managed to remember the room and also where all the holograms were perfectly. We also tried Roboraid and Anatomy app. I was v impressed as I thought it 'remembered' the wifi locations, but it seemed it remembered 'room layout' as well, even if no wifi.
