Can't change IP address on HoloLens

My HoloLens was assigned an IP address on another network and that address seems to be persisting even though I've reattached it to my network. I've tried disconnecting it from WiFi and connecting to a different access point and I've tried using the developer control panel (over the USB connection with the address 127.0.0.1:10080) but the device doesn't appear to do anything when I try to reset the IP address. Short of doing a hard reset is there any other way to get the device to update it's IP address?
