What's the deal with Kiosk mode?

A year ago my program manager purchased two sets of hololens for implementation on a project we've been developing. In January, 2017, we got them cleared with our security personnel and finally set them up and began to test and develop for them specifically. Up until some time in May, I was able to use the Kiosk mode feature, without issue. Today, however, I couldn't find it on the Device Portal, and upon internet searching, found that it had been removed months ago. Did something change more recently that made kiosk mode a commercial suite option only? If not, any idea why I was able to access Kiosk mode previously but not today?
