The REST API you are looking for is "api/holographic/mrc/video/control/stop".
I highly recommend looking into the Windows Device Portal Wrapper (WDPW). It provides a simple to use C# assembly that implements nearly all of the Windows Device Portal REST API. We have open sourced the code and made pre-compiled versions available through NuGet.
For an example of how to use WDPW, the Mixed Reality Companion Kit repository has a project called Windows Mixed Reality Commander that drives and monitors HoloLens and Windows PCs, including managing MRC.
Thanks!
