Can't deploy to device

I get the following error when I try to deploy to the HoloLens:

DEP6957: Failed to connect to device '127.0.0.1' using Universal Authentication. Please verify the correct remote authentication mode is specified in the project debug settings. COMException - Error HRESULT E_FAIL has been returned from a call to a COM component. [0x80004005]

It works on other PCs, so the debug settings don't seem to be the issue. I also tried different HoloLenses.
I can deploy to a remote device but not over usb.
The HoloLens is listed as USB device in the device manager.

Any ideas? Is a required service not running? Where can i get more information?
