HP Controllers visible but won't connect via USB 4.O dongle
I have read all the available support documentation found at https://docs.microsoft.com/en-us/windows/mixed-reality/enthusiast-guide/troubleshooting-windows-mixed-reality#motion-controllers and on many other sites. I cannot get the controllers to connect. I am using a proper USB port for the dongle. The controllers show up under bluetooth & other devices > add a device, but then after 45 seconds of trying to pair, the controller vibrates three times, and I get a "couldn't connect. try connecting again." message. Yes, I tried connecting again, restarting the computer, etc etc. Tried all the trouleshooting techniques I can think of and still nothing. Please help!

What's the dongle you are using? Microsoft recommends the Plugable USB Bluetooth 4.0 Low Energy Micro Adapter. See Bluetooth best practices which might help you.
Besides, you mentioned "the controller vibrates three times". This usually indicates your batteries are running low and hitting cut-off threshold. Please replace with fresh batteries.
