Why there are performance differences between Hololens devices?

We have 2 devices with the same OS update only difference is that one is a developer version and the other is a commercial version. Then we deploy the same build on both. The app works perfectly and it "feels" smoother on one device (commercial edition) but in the second device it crashes after a while. (specially when looking at certain objects with specularity) I guess it crashes because of graphical overhaul. But why it doesn't on the other device? We've tested other apps and indeed the other device feels with better performance.
That makes me wonder if both devices have truly the "same" hardware specs.

    only difference is that one is a developer version and the other is a commercial version

    You pay a lot more money for the commercial version, because the code is NOW more efficient as there is less code The kiosk function did not work properly so had to be tuned up and all of which resulted in extra cost. It was so long ago, but it is one hardware base and now you can upgrade old developer versions for Commercial with a download of code provided you buy a licence

    That means commercial version has different codebase even though both have the same OS update? (the one with improved UI)
