streaming external video/desktop to emulator

I am looking at trying to stream a desktop to the hololens using the movietexture in Unity. I'm using VLC to stream my desktop as an ogg stream. Then in unity I am displaying that stream onto a game object (tada - works great!). Problem comes when I deploy this to the emulator. I get nothing. If I do a desktop windows build (from unity), load that up on any PC/Linux/Android (pointing the movietexture to the ip of the pc that is broadcasting the stream), no problem, works great. Still, nothing in the emulator. Using the emulator I pull up the edge browser, I have an internet connection. Any thoughts? Also, I'm not a programmer by any means, but I am one hell of a googler (sorry MS).

    Update: Currently using VLC v2.1.5. I was testing with a newer version (2.2.3) and it fails to stream the desktop with the transcoding option. After about an afternoon of troubleshooting and testing, I would recommend using VLC v2.1.5 for testing this functionality with the hololens.
