Best way to create a glow effect?

I'm trying to create a glow effect around a sphere, with the ability to have varied glow strengths. My current solution uses the emission property of the sphere's shader, however, it doesn't seem to appear evenly. When I lower the emission the glow doesn't cover the full sphere (I've attached an image showing this).
