Question about UNETAnchorManager used in HoloToolkit-Examples/SharingWithUNET

UNetAnchorManager has two components, NetworkIdentity and UNetAnchorManager. For NetworkIdentity, both ServerOnly and LocalPlayerAuthority are not checked. If both are not checked, should this component is necessary to be attached? Not quite understanding why both are not checked. Could you help on this? Thank you very much.
