Hallo Dheeray,
the Skype for HoloLens App is probably exactly what you are looking for. It has all the features, like annotations, view sharing, placing Pointers and Holograms in the world.
If you want to implement something similar in your own application, a good starting point would be to check out the drawing example of the MixedReality Academy Course 213. Even though this is for Opague MR HMDs and Motion Controllers, this concept can be applied to HoloLens contexts.
