You are going to need to provide more information about how you setup your scroll bar and what exactly is going wrong before someone can help you.

Actually I want to know the steps to make a scrollbar for hololens in unity.
If you are using the 2D canvas you could use Unity's scroll bar component.

Otherwise, if you are using your own 3D custom UI then you could use MRTK's HandDraggable script and limit the axis you want to scroll as well as the bounds.
