Hardware specs for Hololens Development (for cheap!)

Greetings!

I'm hoping to get into Hololens development, but I need to purchase a Windows machine. I'm trying to do this inexpensively (less than $400 hopefully), with the idea that if I get into this I'll invest in a better machine later. (I'd love to get a Surface Book or Surface Pro, but can't justify the cost at this point.)

So far in my research it seems my best option is to build a computer, but I'm open to any other ideas or suggestions.

Does anyone have any opinions on the AMD Kabini 5350, or the A10-7860K and their performance? I'd like to run the emulator as well, and want to be sure these APUs are up to the task.

    I apologize; I should have listed that page in my original post as I have already reviewed and studied that list of requirements. In fact, it was that list which prompted me to post, as it does not provide recommendations on CPU or GPU speeds or general performance level.

    I was hoping to get feedback on those (or any) particular APUs which would not only meet the requirements on paper, but would actually provide acceptable performance. Are basic Windows recommendations (with the the additions of 8GB RAM and SLAT) enough? Or have devs found the emulator requires more?

    the requirements listed are minimal requirements. 8GB of RAM is really required for the emulator.
    if you push the app directly to the hololens, you dont need 8GB. but its highly recommended to have this to develop quickly and easily.
