If you are sharing your HoloLens with another user, then it is likely that they created a username/password when they first visited the Device Portal. If they are unwilling to tell you the credentials, then you can return the device to its factory settings (Settings > Update & Security > Reset > Reset Device). This will reset the device (clearing user account, store downloads, spatial mapping data, etc). and will also wipe the settings used by the Device Portal. After completing the OOBE experience on the HoloLens, you will need to re-enable the 'Device Portal' setting (Settings > Update & Security > For Developers > Device Portal). Then set a new username/password when you visit that page in the browser.5

if you're referring to the Device Portal, you first need to enable that from Settings - Update & Security - For Developers - Enable device Portal.
Then from your computer, you navigate to https://device-ip and follow the steps.

@AlexD When I open the device portal page, it asks me about my username and password. I try default ones (Administrator and p@ssw0rd) but they do not work.
I do not set any username and password. How to turn to set up page?
First time you log in, you need to set the username and password. There should be a button on the page to allow you to reset the username. Once you press it, a code will appear on the HoloLens display that you can use as a PIN that enables you to set the user and pass.
