Is there a way to copy files to the HoloLens? (even just photos or videos to the photos and video folders on the device)?

You can use the File Explorer tool to upload and download files from the file system of the device.5

You can use the File Explorer tool to upload and download files from the file system of the device.
@shawnwildermuth as @javman mentions the File Explorer that came in the May update version of the Device Portal has an Upload interface when you are in a given directory as show below (please ignore red scribble around save, recycling a previous screen shot).
