I apply on the website but I cannot pay it. is there some way to buy a development device?

After you apply there will be a small waiting period while you are assigned to a "purchase wave". I'd assume that most users who are signing up now are getting assigned to wave 4, maybe even a wave 5 depending on the amount. Microsoft has just started shipping HoloLens devices for the Wave 1 folks today and they've stated that there will be a 2-3 month separation between waves. You will not be able to actually purchase the HoloLens until your assigned wave is closer to its shipping date. Hope that helps!
