Since it is not uncommon for AudioSource components to be set to full volume (1.0), I would recommend using Unity's AudioMixer component and creating a mixer group.
You can then adjust the group's level (from -80db to +20db) in the overall mix. It is important to note that adjusting above 0db can lead to distortion.
