What tools and people would be required to create a software using AR to perform surgeries?
If we were to develop a software for the Hololens to perform and practice surgery would this be possible?
At the moment the Hololens is used to view anatomy, in theory if this could be advanced to have an interactive element to perform surgical procedures what people would we need to create such a software?
Also, are their recommendations as to what the costs would be in developing such a software and what is the price of other such similar softwares?

I don't understand how Hololens would be able to 'perform' the surgery. Do you mean to be in a virtual world where you can practice? Or to be able to create a robot that can actually perform a real surgery?
I assume you mean to 'practice' in a virtual environment.
In this case, I would say you roughly need 1-2 Unity Developers and at least one graphics and one animation person to create all the organs and all the graphics needed to make it as realistic as possible.
This is the bare minimum needed.
Now depends which country you're from, the cost differs, but you can use salaries and/or hourly rates for 'senior web developers' and your final number would probably be in the +/- 20% of the real estimate.
Of course if you want to create a real proposal for a client, the research must be a lot more detailed.
