Program locking up before Unity splash screen

I've created an extremely simple project (it uses SpatialUnderstanding) and I noticed that it fails to start up on both the HoloLens emulator and actual device.

It deploys successfully but never gets to the splash screen and just kind of hangs (I don't get dumped out of the application). When I try debugging and breaking, the debugger says it is executing native code (but I can't seem to figure out where it actually is) and thus cannot display any debugging information (no stack frame, program counter, etc.)

Has anyone encountered this? Any tips on how I can begin debugging this?
