Where should I start on building a 3D visualization for a H1B dataset?

Thanks ahead for providing valuable inputs.
I am a current master's student. I am working on a project that aims at visualizing a dataset regarding H1B visa petitions through the years 2011 - 2016.
I am trying to build a 3D visualization with XYZ cordinates. It needs to have simple interactive features including zooming in and a rotational view. In addition, I also want to add a click feature to the model, where clicking certain area would open up a window with additional information displayed.
My question is: are there apps on Hololens I can use to create such a visualization? If not, where should I start?
