Can't sign into windows store when creating app package

Hi I get a window like this:
Create app packages
Sign in to the Windows Store
"Visual studio encountered an error and can't contact the Microsoft account service."
[retry]
press button, same thing.
May be related to this. Note, the suggested fix is for vs2012 and, the devenv.exe.config isn't a thing anymore. (Also, why would I have to do all that?)
This is VS2015 update 2.

To answer my own question. I had failed to register as a developer - this goes beyond just having a sign-in to this website.
You can do that here.
If you have problems registering (like I did) you can try and clear your browser cache or browsing data, then start a new private window. That allowed me to get through.
