No IPv4 Address for Hololens Connecting to Router not connected to the internet

We are in a secure situation in which the hololens can't touch the outside world. However, we need it to still talk to a PC for things like Microsoft Hololens applications. We have a router setup that is not connected to anything, but is set to act as a DHCP and access point so the Hololens and the PC can talk to each other.

What happens is that the Hololens connects to the router, but when it discovers it can't talk to the outside world, it disables it's IPv4 and refuses to talk with any other device. Is there some way to disable this behavior and let the Hololens still talk with the PC wirelessly?
