I was in your exact shoes three days ago. Here's what you need to do:
1) Take all the spaces out of your working directory name. i.e. rename your folder /EvanJames/ instead of /Evan James/ - Visual Studio bugs out when there are spaces in your path name.
2) Second thing you need to verify. There has been an update since the 100 tutorial was written. Make sure you set Min and Max version to 10.0.10586.212 not 10.0.10586.0

You'll need to close all your apps. They will lock out the ability to rename the folders. You shouldn't have to rename the drive itself.

You can look in visual studio solution explorer and shoudl find Package.appxmanifest. Double click to look at, and select tab for "Capabilities". Then check "Internet Client & Server" or just "Internet Client" depending on what you want to do. If you are using Unity these may come from Edit:Project Settings:Player:Publishing Settings:Capabilities and may overwrite the Package file from a Unity Build. So if you are Using Unity you likely want to check this capability in these Unity settings.

I am actually finding it difficult to rename the drive. windows 10 has it greyed out I can not edit.
