This is korea. We bought 15 Commercial suite. we can not use 'kiosk' mode?

We purchased 15 commercial suite versions Hololens for the exhibition project. Fortunately, we were able to successfully use 15 devices in the showroom, but we are experiencing a lot of difficulties because we can not use the KIOSK mode. I know that Korea is not a regular release area, but I can not use the KIOSK mode, which was available only a few weeks ago, and it is very damaging. Can we never use KIOSK mode? We hope to have a way to use this feature.
