Connecting over Wi-Fi

Hello, I could not connect HoloLens over Wi-Fi. The diagnostics says "resource (IP address) is online but isn't responding to connection attempts. I have tried all required on the https://developer.microsoft.com/en-us/windows/holographic/using_the_windows_device_portal
Please advice. Thanks!
