Device portal access on ie 11 and or chrome on win 8

I've been trying to access the Hololens using Chrome and IE 11 on win 8 - no luck - it's says the IP I tried is not responding. I double checked that the debug mode is on and the device portal is active on the Hololens and that I have the right IP as found from the advanced options under networking. Both the Hololens and the web browsers are on the same wifi network. Does the Hololens device portal only work with Edge and win 8? Or am I missing something?
