Is there a way to export projects as .exe files? Or a way to extract them from the emulator?

Nope. Sorry. HoloLens projects get deployed from Unity as UWP solutions. You then build them in Visual Studio as Windows Store apps. UWP apps need to run in a container, so you cannot make them into stand-alone executables.
