You sure are.
Many of the teams participating at the Seattle Hackathon this past weekend will be posting betas of their team projects that they created in under 44 hours and will be updating them as they refine their work.
It is a great way to share what you are working on with other HoloLens developers and to get feedback and ideas as we all explore this new technology.
Dave Lindsay covered the topic of submitting HoloLens apps to the Windows Store in his Build 2016 talk. The store info starts around the (0:38:45) 38 minute mark.
And it is important to note that just like @Monday did with his Galaxy Shield beta, you don't need to wait until you have every last detail finished in your app before you post it to the store. At this point in the process the target audience who will see your applications are the other fellow pioneers who are working with the Developer Kit version of the HoloLens device.
Just don't forget to mark your submission for Holographic (is it unchecked by default). If you don't want your app to appear for Desktop or Mobile because it is in beta or does not yet target the other platforms just uncheck the Desktop and Mobile checkboxes and maybe set the option for "Require your permission before making this app available to any future device families". You can always go back and update those settings when you are ready.

You should be able to publish to the store just like any other UWP app, directly from Visual Studio.
